The article aims to contribute to a better understanding of the current state and developmental dynamics of the health resort sector of the Transbaikal Region as a segment of a regional economy. The great balneological potential of the Transbaikal Region remains underestimated and underutilized despite having a significant number of potential consumers of health resort services. Alongside with a decrease in the number of health resorts in the Transbaikal Region, there is a decrease in the number of persons placed in health resorts from 19,3K people in 2010 to 15,1K people in 2018, i. e. the decrease was 21,7 % for the period under examination.
There is a decline in the dynamics of the number of nights spent: in general, it has decreased by 24,5 % during the 2010–2018 period. Nevertheless, due to the increase in the cost of health resort vouchers, the income of health resorts increased by 22,7 %. The health resort sector’s share is insignificant in the economy of the Transbaikal Region: its turnover amounted to 0,3 % in the structure of paid services in the region in 2018. The majority of the balneological resources is not included in the recreational services sector of the Transbaikal Region. This is a direct consequence of both – «the federal conditions», including the tax system and the regional environmental policy. The latter has been focused on supporting large mining projects and «any investor», regardless of the quality of investments in the context of the consequences for the welfare of the residents of Transbaikalia for many years. This tendency is remaining. It is hoped that the Advanced Special Economic Zone «Transbaikalia» (ASEZ «Transbaikalia») will create more favorable conditions for the diversification of the regional economy.
