Annotation The authors analyze the regulatory framework to support socially-oriented NPO based on the case of one constituent entity of the Russian Federation – Kemerovo Region – Kuzbass. The source database includes the data of the official websites of Kemerovo Region’s local authorities, open sources of the Internet and the results of the analytical review of regulatory acts conducted in August 2018 by the experts of Kemerovo Regional Resource Centre for Supporting Public Initiatives and scientists of Kemerovo State University. The main methods of the study included T. Parsons systemic approach, the normative-value approach and the traditional analysis of legal acts. The starting point in the development of a support system of socially-oriented NPO by regional and municipal authorities was the adoption of Decree of the Russian President of 2016 and several resolutions of the Government of the Russian Federation on support for socially oriented non-profit organizations providing public utility services to the population. The adopted normative acts are aimed at providing property, financial, advisory and other types of support to socially-oriented NPO. In Kemerovo Region – Kuzbass, not all municipalities have succeeded in implementing the norms of adopted regulatory documents. In this regard, the authors set the goal of conducting a quantitative and qualitative analysis of regulatory acts adopted at the municipal level to support socially-oriented NPO based on the case example of Kemerovo Region – Kuzbass. Based on the considered criteria, municipalities were divided depending on the level of implementation of federal laws, which made it possible to identify the results achieved and highlight the existing problems. The authors recommend that it is necessary to continue activities on providing support measures to socially-oriented NPO, expand the practice of grant support, and through administrative levers to influence municipalities that do not have any normative documents on the issue under consideration. The paper concludes that solution of these issues can be effective only in the case of joint work of regional and municipal authorities, the Public Chamber of Kemerovo Region and representatives of the non-profit sector
