Annotation The article features an analysis of the institutionalization of public councils under regional executive authorities on the example of Kemerovo Region. It is noted that the formation since the 1990s to the present the regulatory and legal framework governing the activities of the Public Chambers and public councils at the regional level is inseparably linked to the concept of “public control”. In this aspect, public control is considered not only from the legal standpoint, but also within the framework of political science and practice. The authors discuss features of activity and existing problems in the implementation of public control in the work of public councils under the executive authorities of Kemerovo Region. The emphasis is laid on the results of the expert opinion survey conducted and the application of the method for analyzing documents aimed at assessing the work of public councils through the information content of official websites of executive bodies on the basis of which public councils function. The results of the research showed that, although some results have already been achieved, further work is needed to fill the websites with topical information reflecting the work of public councils and their impact on the process of managerial decision making. It is necessary to continue work on the transformation of public councils into full-fledged participants in regional politics (by expanding and detailing their powers), as well as to a truly independent public institution with executive bodies
