The article gives a comparison of concession agreements and agreements of municipal (public-) private partnerships. The author comes to the conclusion that improving the legislative framework has formed a distinct difference between these technologies of attraction private investments in a number of ways: entities, terms, objects, parties to the contract. In addition, there is an analysis of concession agreements’ practices in the municipal formations of Transbaikal region for three years. In particular, the objects of heat supply, water supply and drainage are popular in this region of the Russian Federation despite the large number of potential objects of agreements. Local governments strive to attract private investment in this sphere for increasing the quality of services and upgrade infrastructure. There is an increase of size of investment attracted with the help of concessions, as well as a number of municipalities, using a similar instrument of cooperation of authority and business over time. Concessionaires are local companies. This fact is often explained by protectionist conditions, prescribed in the tender documentation. The objects of collection and recycling of solid waste are a prospective field for the development of such cooperation between authorities and businesses before the transfer of authority from the municipal to the regional level.
