Annotation The purpose of article is the research of practice of electronic democracy formation on the world scene, on the example of some countries. The classification of methods of electronic participation and democracy, subdivided into three-stage and four-stage is given. The main goal of electronic democracy on the world scene is formulated. It consists in use of information and communication technologies for the purpose of participation and democratic management improvement. At the same time it is noted that the motive power of electronic democracy are requirements of democracy, but not technologies. The author has analyzed the influence of information and communication technologies on the processes of electronic democratization in each specific considered country. It is affirmed that the most successful development of electronic democracy mechanisms occurs in those countries where the power sets as the main goal the involvement of citizens into public discussions and increase of activity in them which result in the appearance of rational ideas about electronic democracy introduction (for example, Estonia, Lithuania, Latvia, Bulgaria, Iceland, South Korea, Tunisia, Russia). But there are also such countries in which freedom of the Internet is significantly limited (for example, China, Saudi Arabia, Belarus, Vietnam). The content of the article proves that the potential of new information technologies can be used both for the good of democracy, and against it. The results of the conducted research give a chance to state that in each specific country democratic and human values, as well as ethical reasons are inseparable parts of technological aspects of electronic democracy.
