Annotation The article analyzes the impact of political institutions on the effectiveness of the legitimation of social relations. The significance of political actors, and particularly the relation of forces between the government and opposition. The attention is drawn to the dependence of force of political institutions impact on the formation of «the image of the political community» on the degree of consensus on the self-perception of the relevant community. The influence of political institutions themselves on the political struggle and potential of political actors is shown. The conclusions important for the understanding of the institutionalization of political community are drawn. The positions of the famous political scientist Samuel Huntington and other authoritative of the Western experts on the problems of institutionalization of political community are carefully studied
