| Annotation |
The article informs that nowadays the fundamental changes in economic and social spheres, which happen in the Russian Federation and in Transbaikal region, require the appearance of substantial modifications in the system of the state and regional service. These changes are directed on the creation of innovative economy and development of regional clusters. It’s necessary to create the complex of measures which are guided to decision of more actual goals in different spheres of the system of state and regional regulation.
It is noted that the listed areas have unique, specific set of the problems, capabilities and, accordingly, they demand the creation of individual accesses for solution of actual questions.
It is revealed that, they define the way for the state and municipal service segregation. The reform of the system of state and municipal service of the Transbaikal region assumes the decrease of aged members among civil and municipal employees, professionalization of officials for training in the specialty «State and municipal management», formation of the personnel reserve and rejuvenation of principal staff. On the permanent basis the collection and analysis of information about the facts of corrupt activities on the territory of the Transbaikal region are realized. It happens in cooperation with the prosecutors and other law enforcement bodies of the Transbaikal region. On its basis specific measures for the prevention of corruption offenses in the activities of the executive bodies of state power and local self-government bodies are developed and implemented.
In 2016 the realization of measures for the prevention of corruption and other offenses in the activities of executive bodies of state power and local self-government bodies remains a priority and will continue. |
