In 1973 he graduated from the mechanical department of the Kazan Institute of Chemical Technology named after. S. M. Kirov. From 1981 to 2013 — Head of the Department of Water Management and Environmental Engineering (VHIE) of Transbaikal State University (formerly Chita Polytechnic Institute, Chita State Technical University, Chita State University). Currently, he is a professor at the Department of Higher Chemical Engineering. From 1991 to 2013 – Director of the Eastern branch of the Federal State Unitary Enterprise “Russian Research Institute for the Integrated Use and Protection of Water Resources”.

In 1995 he was awarded the honorary title “Honored Land Reclamator of Russia”, in 2010 – “Honored Worker of the Water Resources of the Russian Federation”. He was awarded the medal of the Order of Merit for the Fatherland, 2nd degree, the badge “Excellence in Water Management”, the medal “For Merit to the City of Chita”, the medal of the Central Committee of Trade Unions “One Hundred Years of Trade Unions of Russia”, a number of certificates of honor from the regional, city levels and the university. In 2007, he was awarded the honorary title “Honored Professor of ChitSU (ZabSU).”

He is the author of more than 170 scientific and methodological works, 6 inventions, he has prepared and graduated 8 candidates of technical and geographical sciences, 10 masters of engineering and technology, over 50 engineers and more than 40 bachelors.

16 methodological instructions and 10 textbooks for laboratory, practical classes, course and diploma design, educational and production practices were developed and published. Several textbooks have been assigned the stamps of the DVC RUMC and UMO in the direction of “Environmental Management”. Edited by V. N. Zaslonovsky in 2011–2013. The publishing house “Teplotekhnik” (Moscow) published the educational and reference manual “Water Management” in 7 books.
