Annotation One of the categories of the population − youth, which is one of the most vulnerable categories of our society is considered in the article. This category is more subjected to stress and irritation, which often leads to various offenses. At the same time, the reasons for the growth of various kinds of offenses include the following: sharply deteriorating living conditions of the entire population; decline in moral standards; decline in the prestige of education, culture, hence the decline in the cultural level of young people in their mass; collapse of the usual, moral ideals, which led to increased nihilism, aggression, cruelty, national extremism. In this connection, the prevention of offenses among adolescents and young people in our country is one of the most complex and controversial. It is noted that the content of preventive activities is determined by the variability of problems in a particular society, in a particular child. It requires not only a clear legal mechanism that regulates and unites the efforts of all subjects of prevention, but also real, everyday practical activities of lawyers, psychologists, social workers, educators, including social educators and educators-organizers. It is concluded that the youth policy is the key direction, the main vector of the state system of crime prevention.
