Annotation The subject of the study is the activity of public councils on the example of the Kemerovo region as an instrument for ensuring independent public control of the internal affairs bodies (police). The notion of "public control", historically formed in the Soviet period of Russian history, is considered. Its further development under conditions of democratic changes has been investigated. Comparisons were made with related concepts - "people's control" and "social control". The main levels of regulatory documents in the sphere of public control (constitutional level, federal legislation, normative acts of the President of the Russian Federation, Decrees of the Government of the Russian Federation, regional normative legal acts) are presented. Using the comparative and structural-functional approaches, the work of public councils under the Ministry of the Interior of Russia, public councils of the Kemerovo and Novosibirsk regions was analyzed, which made it possible to identify existing difficulties in the work of regional public councils whose solution would make their work more effective and independent. A sociological survey was carried out in the municipal formations of the Kemerovo Region in order to identify public sentiments of the population with regard to the work of the internal affairs bodies. The study showed that the population's assessment of the work of the internal affairs bodies largely depends to the greatest extent on such factors as the place of residence and personal experience of citizens related to the resolution of certain problems, as well as the processes of internal reorganization of security agencies
