We consider «quality of life» category and the «standard of living» of the population, according to its original content bearing the comparative nature, which allows comparison of the values of filling their performance in the temporal and spatial aspects. The urgency of such comparisons for Regional Studies in the context of municipalities (spatial dimension), as well as identifying of the ongoing changes dynamics in the quality of life of the population in the municipalities of the Region (time approach) is proved. It is shown that the problem of a rational way of combining private indicators and producing of one integral index has not received an unambiguous decision at present time. A source matrix indicators, that are presented by two groups in the study, which have positive and negative impact on the quality and standard of living of the population, respectively, S-W-indicators and metrics have been developed. For the differentiation of municipalities 32 indicators (17 S-parameters and W-15 performance) were used. The results of the comparative calculation of an integral exponent-quality and standard of living of the population of municipalities of the Transbaikal Region are given. The maps of the distribution diagram of rating assessments for 2007, 2011, 2015 and forecast period (2019) by a combined indicator of municipalities of the Transbaikal Region, as well as the charts showing the areal ratio of the Transbaikal Region of municipalities with varying levels of living of the population of the studied nine-year period from 2007 to 2015, as well as the forecast period — 2019 are made. The preliminary analysis of the results of the actual material has been carried out. It is shown that a detailed analysis requires pre-additional material and statistics at various levels, as well as the opinions of experts from different areas of socio-economic activities, the heads of municipalities and employees of the relevant ministries and departments of the Transbaikal Region |
