Annotation |
The article is devoted to assessment of the labour potential state of the municipal service of the Saratov region. It is proposed to establish that the labour potential of municipal employees is characterized by the following properties: condition and development. On the basis of this, the state and development of the labour potential of municipal employees on the example of the Saratov region is assessed.
The hypothesis was put forward that the application of a program-targeted approach is the basis for the formation of a state and municipal order for vocational training of municipal employees and it contributes to the integrated development of the labour potential of the municipal service. The program-targeted approach will ensure the systematic and continuous development of the labour potential of the municipal service, taking into account the assessment of its condition and the current level of development.
In order to test the hypothesis, it is proposed to carry out a quantitative and qualitative assessment of the state and level of the labour potential development of the municipal service using a qualimetric method. The empirical basis of the study was the reference and statistical materials of the State Statistical Service, as well as statistical indicators of local self-government bodies of the Saratov region.
The analysis of the legislation shows that the municipal service is a specific area of activity, and it is therefore very difficult to assess the results of the activities of municipal employees. The labour potential of the municipal service is assessed by the level of professional knowledge, skills and qualifications of municipal employees, the amount of funding and the number of municipal employees trained. The high level of labour capacity has a positive impact on the effectiveness of municipal governance.
It has been concluded that the absence of a state and municipal order for vocational training of municipal employees, especially additional vocational education, does not allow for the full professional development of municipal employees, which may lead to a decrease in the efficiency of their professional activities in the future. The necessity of using the program-targeted approach for professional training of municipal service personnel as the basis of the state and municipal order formation in the Saratov region is justified
