Annotation The development of relations between Russia and the Western countries at the present stage is characterized, which is marked by a new round of confrontation and negative actions against the Russian Federation as consequences of the so-called “Crimean spring”. Negative actions are understood as anti-Russian sanctions, to which Russia responds with an anti-sanction policy. Against the backdrop of the West-Russia confrontation, the problem of terrorism and the fight against it remains urgent. Cooperation in the fight against terrorism, given the existing differences between Russia and the Western countries, is assessed in the context of the “security dilemma”. It is noted that the lack of basic trust and a sense of insecurity significantly impede cooperation between world powers in countering terrorist threats. The mentioned problems in relations arise not only between competing countries, but also in close-knit unions. It is noted that in view of the problems associated with armament or disarmament within any bloc or alliance, each state that is a member of it can express dissatisfaction with the uneven distribution of military potential among allies, and one should not forget about attempts to establish cooperation between the opposing blocs. At the same time, the rapid growth and spread of Islamic terrorism does not allow the world powers to plunge into the security dilemma for a long time. It is necessary to find out the reasons for this dilemma and the unwillingness of large countries to cooperate in the fight against terrorism, as well as find ways to solve this problem, in particular, in relations between Russia and the West. Based on the classical models of game theory, the models of “deer hunting” and “prisoner dilemmas”, the author focuses on anti-terrorism cooperation between Russia and the United States of America in the context of the security dilemma, analyzing in detail the security cooperation strategies between world powers
