Abstract. The relevance of the topic is due to the decision taken in 2018 to include the Republic of Buryatia and the Transbaikal Region in the Far Eastern Federal district. The authors consider the question of whether the hopes for accelerating the development of the Republic of Buryatia and the Transbaikal Region in connection with this decision are justified. For this purpose, an empirical analysis of the dynamics of economic growth, investment flows and regional payroll funds is carried out for the period from 2011 to 2017, when the factors related to the development “Program of the Far East and the Baikal region until 2030 have already begun to work”. The payroll funds are considered as characteristics in assessing changes in the welfare of citizens in the regions. It is shown that the dynamics are not always caused by significant positive changes that could be associated with the presence of “Far Eastern preferences”. With the average Russian growth by 8.4 % of per capita GRP for 2011–2017, in all Far Eastern border regions, as well as in the Republic of Buryatia and the Transbaikal Region, there is a decline. Nevertheless, calculations show that there are grounds for hope for positive dynamics in some industries in connection with obtaining the “Far Eastern status”. It is noted that in the\" old\" Far Eastern regions, the share of investments in agriculture and forestry has increased markedly, although it remains still quite modest. This may be due to the activities of the new Far Eastern development institutions. At the same time, in the Republic of Buryatia and the Transbaikal Region, the share of investments in this industry decreased during the period under review, despite the stimulation of food import substitution and some improvement in conditions for exports – in particular, the increase in demand for food products from Russia in China and the depreciation of the Russian ruble. Expectations of significantly faster growth of regional economies in the short and even medium term are hardly justified. It is concluded that this will not happen only by obtaining a new “status”, without a fundamental change in the institutional environment and economic policy in the country as a whole |
