Annotation The economic changes that took place in the first half of the 1990s in the Russian Federation were aimed at overcoming the aggravated disharmony between social production and social relations. It was supposed, on the basis of productivity increase of production, transition to the market relations and new ways of implementation of social policy. The reform was carried out in a difficult situation, which was influenced by the negative impact of long-term administrative and command development of the national economy in the USSR. Russia at the turn of the XX–XXI centuries experienced a transition from totalitarianism to a democratic socio-political system, formed a civil society based on the freedom of the people and the new role of the state, recognizing the priority of human rights. The transition to market relations has set many challenges for our society, among which the social security of the population played an important role. Therefore, in the implementation of economic reforms at the turn of XX–XXI centuries had the task of priority development of social sphere. The purpose of the study is to analyze the transformation of the social policy of the Russian Federation in the late XX – early XXI century at the Federal and regional levels. For this purpose, the specificity of the legal regulation of social security issues for low-income categories of citizens at the federal and regional levels was studied. The following methods were used as the main ones: institutional analysis, analysis of summary statistical data, case-study method. The article deals with modern approaches to the definition of social policy of the state. It reveals its main goals, priorities, ways to achieve the goals and prospects for their implementation
