Annotation The stages of transformation of the energy policy in Germany are analyzed: the initial stage, when social movements and associations of civil initiatives advocating for the protection of the environment and the cessation of nuclear energy use, originated in the late 60s and early 70s of the 20th century, gradually grew into the political force in the 80s of XX century, presented in the German Parliament. Legislative acts, appeared in the 1990s, became the first steps towards the implementation of the “Energy Transition” Policy: the law “The Supply of Electricity from Renewable Energy Sources”, the law “The Energy Economy”. In the early 2000s, the “Energy Transition” became the basis of the state policy of Germany in the energy field. The author emphasizes that the support of “green energy” by the citizens, including both mass protests against environmentally hazardous traditional energy sources, and support of the Green Party in elections to the detriment of parties that favor the continued use of nuclear energy, had a greater impact on these parties’ policy, concerning a question of their further development of energy politics. It is shown that the importance of these issues for German society at the end of the 90s of the early 2000s became so high, that the Green Party had become a member of the ruling coalition and offered a program that assumed a gradual transition from traditional to renewable energy sources, as well as a complete rejection of nuclear energy. It was concluded that the political and social processes, occurring in German society and political field since the second half of the 20th century led to the transformation of the “Energy Transition” from the form of socio-political movements into the basis of Germany’s state energy policy at the beginning of the 21st century, which was subsequently recorded in official documents: the strategy “Energy Transition” and \"Energy Concept 2050\".
