Annotation |
The newest changes in legislation on the general principles of the local self-government organization testify the increased interest on the part of the legislator to the direct forms of population participation in local administration, namely, to citizens\' gatherings. The relevance of the problems of legal nihilism, political absenteeism at the present time has not lost its significance, since without their overcoming it is impossible to have a developed civil society and a democratic state. The article is dedicated to analysis of rural gathering’s institute content in structure of local assemblies’ public conscience. Brief historical review of such form of direct democracy in our country and some foreign lands is given. In the article the research of the organizational and legal forms of rural assembly, which are established in the actual legislation and their influence on the political and legal conscience of local communities representatives are described. The work reflects positive examples of local communities and public authorities’ interaction in the deciding issues of local importance, confirming the need to involve the general public in the implementation of socially significant projects. According to the results of the research, the author comes to conclusions about the possibility of expanding at the legislative level, the grounds for the application of the rural assembly institution when solving the issues of local communities at the territory of our country, as this institute contribute to the political and legal culture of the inhabitants of the respective settlements, the degree of their interest in resolving local matters, control over the implementation of decisions taken. Of particular relevance in the implementation of this political institution are such settlements in which the assemblies do not fulfill the powers of the representative body of the local authority of the settlement |
