Annotation The article contains an overview of the main trends of the current drug situation. The purpose of the study is to identify similar and distinctive features of the model of “controlled consumption” of drugs in Russia and foreign countries (Europe and the United States). The applied measures of the modern anti-drug policy of the states were considered. The following methods were used in the study: the method of comparative analysis, secondary analysis of the thematic English-language literature, biographical method aimed at studying the life of drug users, the method of analysis of statistical data. According to the results of the analysis, the similarity of the motives of initiation to drug consumption, of drug control mechanisms used by consumers, as well as the general trend of growth in the tolerant attitude of the population to episodic drug use was revealed. Differences were presented in the prevalence of consumption of a particular type of narcotic substance in different countries and in the measures applied by the state control aimed at solving the existing problem of mass drug addiction of the population. The analysis of features of anti-drug policy of foreign countries will contribute to the development of modern preventive measures and methods aimed at reducing drug consumption
