It is noted that the preservation of the territorial integrity of the state in the context of civil war and intervention has become one of the main problems of the Bolsheviks. One of the ways to solve it on the periphery is considered – the creation of buffer state formations, for example, the Karelian Labor Commune and the Far Eastern Republic
