Annotation The proposed work is focused on the regional economy’s needs for specialists of higher and secondary professional education. The needs were calculated on the basis of the probabilistic regression model’s construction according to the level of region’s economic development. The Republic of Dagestan was chosen as the research region. The existing methods and techniques for forecasting the needs for specialists for regional economies were considered. Three methods of forecasting the needs for specialists were identified: 1) the quantification of the demand for skilled workers; 2) statistical and mathematical models; 3) the so-called scenario approach. The authors chose the second direction to build the desired calculation model. In order to build a multi-factor regression model of forecasting the needs for specialists in the Republic of Dagestan’s labor market, a group of economic parameters determining the needs for specialists for the regional economy was selected, a correlation between them was determined and the most significant ones were selected. The methods of correlation analysis were used in determining the correlation links between the indicators. It was assumed that the linear correlation coefficient is used to estimate the degree of the studied quantities’ interconnection. It was believed that the studied samples were distributed according to the normal law. When checking the model for adequacy and uninformative factors’ elimination, the relation of the need for specialists for the Republic of Dagestan was obtained and the demand for specialists of HPE and SPE for the Republic’s economy for the period up to 2021 was determined. The construction of a multi-factor regression model was carried out using econometrics and mathematical statistics. The calculations were performed using the software packages MS Excel and IBM SPSS
