Annotation The subject of this article is the study of the social risk impact on the social, economic and political situation in municipal units. The author shows that the term “social risk” should be regarded as an integral concept in which the severity of social risks in various spheres of society is manifested regardless of the level of social support from the state. At that, such economic indicators as non-payment of wages, loss of work as a result of the enterprise closing, low income level of the population, etc. are of decisive importance. The paper reviews the main subjects of social risk management (state and municipal authorities, non-governmental and public organizations, social insurance funds). The duality of the policy of state as a key subject of managing social risks is revealed. The state is able to act simultaneously as an institution improving social, economic and professional status of the population and as a generator of social risks, expressing the interests of any particular social stratum, which eventually leads to a decrease in the standard of living of the population. Expert assessment of the most “acute” risks of social tension in the municipal units of Kemerovo Region was conducted. According to the obtained results, the heads of municipal authorities try to react to the social and economic problems of municipalities in a timely manner. At the same time, problems of a high degree social tension, as a rule, are extremely difficult to solve in the operational mode, which results in early termination of the period in office for the heads of municipalities
