Annotation In the article the analysis of an economic condition and dynamics of development of small business in region is resulted. It was noted that the business sector is a strategic sphere of state interests, being the main source of financing of the budget of different levels and economic development. Problems and risks that prevent the increase of the share of small business in the Trans-Baikal Territory are examined. The main economic indicators and their influence on the development of entrepreneurship in the region were singled out and analyzed. The results of the research show the need for the development of the small business sector. However, its independent development, without state participation, in conditions of unfair competition, high concentration of administrative barriers, limited access to various resources in the form of loans, state support has no prospects. Therefore, effective state regulation of small business through the necessary redistribution of powers between levels of power, through the improvement of the mechanisms of tax, financial, administrative management can create a stable sector of the national economy with a high degree of return. It is noted that in the process of development of the small business sector, the surrounding economic and social environment is exposed, namely: economic legislation is being improved, civil society is being formed. Representatives of small businesses are aware of their social responsibility to society, therefore, state regulation institutions not only play an important role in creating an effective small business sector, but also contribute to the development of an entrepreneurial culture inherent in a civilized society. The authors concluded that the growth of small business in the territory of the Trans-Baikal Territory is promising
