Annotation The article noted that, depending on how the people involved in management, who either directly performs governmental functions, democracy is divided into direct, personable. The characteristic of direct democracy direct participation of citizens in the preparation, discussion and decision-making. Representative democracy is assessed as the leading form of political participation in modern political systems. The features of direct democracy in the form of direct expression of the people or any groups. The article analyses the democracy, as the foundations of the constitutional system of the Russian Federation which is exercised by citizens through a referendum and free elections as the highest direct expression of people power. The form of direct democracy is a legislative initiative carried out both at the state level and at the level of municipalities. Assesses law-making initiative of citizens, which is a right of citizens in the established order to bring before the body, officials of local self-government the question of review and possible adoption in their regulatory competence (individual) act. The right to public events closely linked to the right of citizens to petition and the right to Association. Historically, the three institutions are inextricably linked: the exercise of the right of petition is impossible in the absence of the right to Association and the right to a public event. The article public events are divided into two categories: meetings in enclosed spaces, and public events conducted outdoors (rallies, marches, demonstrations, picketing). The conclusions are the following: the implementation of various forms of direct democracy – it is an important tool for the implementation and protection of human rights, strengthening of cooperation between the state authorities and local self-government with the population; democracy is the most progressive step in the development of the political systems of States. The experience of history teaches that democracy is good only when it corresponds to the political culture and mentality of the people; a necessary condition for social efficiency is the presence in society of consensus on fundamental issues of living together in a state, recognition by the overwhelming majority of citizens “democratic rules of the game”; democracy is unacceptable in extreme situations - in times of war, acute crises.
