| Annotation |
The definition of the term "advisory council" is given. The signs of advisory councils are listed. The main types of advisory councils functioning in the regions are considered. It was revealed that most of the advisory councils are created under the head of the region. The motives for creating expert councils by regional executive bodies are determined. The absence of civil activists as members of public councils was noted. It is established that the public councils are playing the role of a loyal platform for hearing the report on the results of the work of the regional executive authority, a specific official and putting out a positive assessment. The composition of public councils under executive bodies of the Sverdlovsk region is considered. The assumption that the main function of coordination councils is consultative and conciliatory is scientifically grounded. Based on the results of the study, it was concluded that explanatory, legitimizing, conciliatory and communication councils function with regional executive bodies. A typology has been developed, based on the functional component of the advisory councils |
