Annotation The mnovatюn potential of the regton is ronsidered, which is опе of the most троПа^ “engines” of the modeгn есопоту, ensuring its devetopment а^ growth. It is Mted that at present Russia does Mt betong to the ^ders of the world transitton to the innovative basis of the ero^m^ system. It is stown that modem TOndittons di^te the need to devetop the innovative potential of the regton. It is established that the puгpose of the assessment is to determine the result from the inputs, the ronnectton of increasing innovation сарасйу а^ the productton of innovative products, the devetopment of an adequate innovation policy of the regtons а^ its adjustment. Three approaches to assessing the innovative potential of the regton аге singled оШ:: statistical, systemic а^ ^п^опяС The principles of the evaluation of the innovative potential effectiveness have been formuIated, оп the basis of which the factors are chosen. То evaluate the use of DEA-technologies is suggested. With the use of mathematical modeling (programming) methods, in selecting the objects in the coadmissions of the input (resources) and output (vaгiables), DEA variables aгe determined, effective units а^ а measuгe of ineffectiveness of the others is estab]ished. The model of an innovative potential estimation of region is ronstructed. The use of the statistical approach is suggested. It is established that the methodology will assess the potential, develop mechamsms and assessment models, conduct cluster analysis of regions, and monitor the dynamics of capacity changes, monitor development to increase investment attractiveness and ultimately the standard of living. In addition, the methodology will allow to rank the regions, as it is flexible and does not require a large data pool, in view of the fact that the modern Western DEA analysis technique is used
