The main stages of the evolution of the national policy of the Chinese Communist Party (CCP) from the first days of party formation to the formation of the PRC in 1949 are considered. Particular attention is paid to the analysis of the principles of self-determination and self-government. It is noted that under the influence of the Chinese political culture, the formation of the principles of self-determination and self-government in the CCP has come a long way, which is due to the national situation of China. It is shown that, taking into account the tendencies of the world and Chinese national movement, in order to achieve unity and liberation of peoples, the party introduced these principles into a political plan in which self-determination and federation played a paramount role, and self-government played a secondary role. It was established that after the victory over the Japanese aggression and the Kuomintang government, the formation of a state system was a difficult task. It was revealed that as a result, the party chose self-government in the form of national-territorial autonomy to resolve the national issue, and the central government of China developed its own special mechanism for managing ethnic minorities through national-territorial autonomy, which was formed to preserve the integrity of the country and to liberate the people, development in the sphere of politics, economy, culture, etc. The assertion that, unlike Western theory in China, this administrative autonomy is also one of the forms of self-determination is scientifically grounded. The conclusion is drawn that the CCP did not abolish the principle of self-determination, although in modern times it does not mention it in party official documents |
