Annotation The article is devoted to institutional aspects of governance of the Baikal natural territory in connection with the development of the “Baikal is a Great Lake in a Great Country.” Reduction of eco-intensity for all sectors and all types of negative anthropogenic impacts is a necessary condition for green growth of regional economy of the region. It is proposed to use indicators of eco-intensity as tools for decision support to prevent the decline of water quality in water bodies of the Baikal basin. The authors have formulated a series of measures in connection with the problem of the “Chinese tourist expansion”, both in environmental and in an economic context, since the territory a minimum proportion of value added from this activity is sonsolidated in Russia: Chinese companies are developing the “internal” tourism in Russia using our tourist resources as a kind of “natural raw materials” - similar to how untreated wood flows of transported are exported from the border regions. The lion’s share of added value is extracted in China; at the same time there is an evidence of de-modernization of timber industry complex on the Russian side. We justify the need for institutional transformation of governance in the region, which will be based on the principle of maintaining the integrity of ecosystems.
