Annotation The article analyzes the main tendencies of the regional policy realization in the Sakha Republic (Yakutia). It is revealed that the interdisciplinary approach in the regional policy study recognizes the impact on the complex of political, geographic and economic factors. The main approaches in the regional policy realization are: policy of creation of the most developed regions; policy alignment of regions at the level of socio-economic development, or «compensatory» approach. In the latter case, regional policy can be targeted, selective, according to which a special regional policy model is pursued in priority regions from the view of geostrategic and economic situation. The main mechanisms of the regional policy are financial support of the regions in a form of transfers allocation, or adoption of state programs, as well as the policy for investment development in the regions. In the modem world, the most common practice is the simultaneous application of two approaches to the regional policy realization. In the absence of a clear strategy and understanding of goals and objectives of the regional policy realization, Russia has not developed a solid institutional and legal platform for its implementation. From this time the address- selective and geopolitical approaches have begun to prevail. This fact is confirmed by the creation of territorial ministries with regard to the priority ones in terms of geostrategic and economic situation of macro-regions in the Far East, North Caucasus, and Crimea. The development of the republic was influenced by the general vector of the internal political process in the 2000s, where the basic laws of the republic were brought into line with the federal Constitution, the powers in the budget-tax sphere were reduced, and the practice of concluding bilateral treaties was abolished. The Republic of Sakha in this process was not an exception. It was affected by all political reforms. On the other hand, this region has become an object of active regional policy realization, aimed at creating large industrial and energy areas. Being the largest subsidized region of Russia, nevertheless, the republic shows successes in social and economic development, receiving profit from taxes on extraction of minerals of the largest corporations.
Key words regional policy; transfers; Far East; Republic of Sakha (Yakutia); territory of advanced social and economic development; center-region; address-selective approach; geopolitical approach; subsidized region; minerals
