Annotation The article is devoted to the World Uyghur Congress, as an organization fighting for Uyghur rights not only in the territory of XUAR, but also abroad. The article analyzes a new vector of development, which was set in connection with the creation and activation of the VUC, in Sino-Uighur relations. The proclamation of Xinjiang within the PRC in 1955, the cultural revolution that followed, the power politics of the official authorities in this territory in later periods contributed to the formation of a protest resource among the local population, expressed in the form of numerous unrest, clashes, and Uyghur attacks on representatives of the Han ethnic group. The natural consequence of the increase in inter-ethnic tensions, therefore, was the unification of Uygur dissidents into a single organization lobbying the interests of the entire Uygur people. The present study traces the escalation of the ethnic conflict in Xinjiang from the point of view of the growing influence of the world community in this region, and the transition of the «Uighur issue» from the sphere of China’s exclusively domestic policy to the international problem. In this regard, Western policy is being comprehended, based on the application of «double standards» in addressing issues of racial discrimination and a dual interpretation of the concepts of separatism, nationalism and terrorism. Also, the nature of relations between the WUC and organizations such as the United Nations, the World Organization for Human Rights and others, which have significant influence in world politics, is revealed. The article contains official data on international events held by the WUC in recent years abroad under the auspices of supporting the Uyghur people. The main activities of the WUC are identified, which have their own goals, first, attracting the attention of the world community to the problem of self — determination of the Uyghur people, and, secondly, contributing to the process of democratization of the political regime in the autonomy
