Annotation Development of innovative activity in economy of any state allows to increase its stability, improve social indicators, and provide their future. Innovations are the perspective direction for ensuring competitiveness of the domestic companies in the world market of goods and services. Clusters, thanks to the synergetic opportunities are the main «driving force» capable to upgrade the innovative rating of Russia. An objective of this research is the analysis of innovative activity of the Russian clusters and determination of the principles of its implementation. For achievement of the goal, the analysis of innovative development of the Russian Federation, and also innovative activity of the domestic enterprises has been carried out by the authors. The position of Russia in the rating of a global index of innovations, and also the factors which have influenced formation of this level of value is defined. In the course of the research specific feature of clusters, namely, high dynamism of activity of its participants has been marked out. The regulatory base which regulates innovative activity of the Russian clusters is designated. The authors have specified the concepts: innovative cluster and innovative activity of a cluster. The main reasons initiating innovative activity of a cluster are allocated. Significant analytical work on studying of territorial and branch structure of the Russian innovative clusters, sources of their financing has been carried out. Thanks to the above mentioned, it has been defined that development in complex knowledge-intensive branches, a large number of financial resources demanding investments, and also involvement of highly qualified specialists are characteristic of the Russian innovative clusters. Moreover, the indicators characterizing the presence of opportunities for innovative activity at a cluster are allocated. The actions by means of which the public authorities of the power realize support and development of innovative activity of domestic clusters have been defined. On the basis of the carried-out analysis of mechanisms of the state support of innovative activity of clusters in Russia and abroad, the authors have defined the corresponding models. The conducted researches have allowed to draw a conclusion that the main levers of impact of state financial security is allocation of grants on carrying out research and development.
