Annotation Many researchers have been perceiving the industry of housing and communal services, as a dynamically changing and subjected to reforms for a long time, due to the fact that this industry is not competitive and self-sufficient in Russia. However, international experience suggests the opposite. Energy market in the US is represented by several electricity providers, so there is no single fixed rate, and hence there is competition, which is the basis of market relations. It should be noted that in different countries of Europe the cost of housing services differs significantly as residents have the right to select suppliers of electricity, water and heat. For Russia, this situation is impossible as there is no alternative. The development of the utility sector competitiveness in Europe differs from the market of public services in Russia. In London, residents have the right to choose just two providers of utilities. This situation is also observed in other European countries, as consumers of utility services have the right to refuse the services of the supplier of water, electricity, if there appears a supplier that offers more favorable tariffs. In the author’s opinion, at present in Russia the attempts are being made to leave this industry from monopolization and create a classical market for services by reforming the housing and communal services industry and moving to market relations
