Annotation The article analyzes election campaigns of the head of Altai Republic and El Kurultay that took place in the region in 2014. Using empirical and participant observation methods, the author has come to the conclusion that the election campaigns have a competitive nature. The publication also touches upon changes in election legislation, pre-election strategies of political parties and candidates. The specific attention is paid to the elections of Altai Republic head. This is connected with the low rate of trust to the head of the region and the conflict between the regional elites. The main participants of the power struggle were A. V. Berdnikov and V. I. Petrov. There was a strong possibility of the second round of voting in the region. The article specifies the place of United Russia party in the structure of the Russian power. The party dominates among other parties but doesn’t influence the process of taking decisions by state authorities. The main function of the dominant party is consolidation of regional elites. There are three models of interaction between United Russia party and the elites: 1) party is an effective instrument of consolidation; 2) consolidating function of the party is limited; 3) party doesn’t fulfil a consolidating function. The author gives the description of the elites split and positioning of leading players in the political framework of Altai Republic shortly before the elections to El Kurultay and the elections of Altai Republic head. The article contains the analysis of electoral legislation innovations, including imposing a ban on registration of candidates with expired criminal record during the next 10—15 years. The author comments on the signature collection difficulties in the process of Altai Republic head nomination that was faced not only by opposition candidates but also by the current leader of the region. Despite the weak consolidating power of the United Russia party towards the regional elite, it generally managed to hold its leading position. The obtained results may be used in research of election processes in other regions (Primorsky Krai, Novosibirsk region, Irkutsk region)
