| Annotation |
The article is devoted to the actual aspects of legal regulation of municipal management in the Russian Federation and analysis of the federal legislation principals’ in municipal management. The author focuses on the expanding of proxies of the Russian Federation regional public establishments’ in municipal management and as the result it makes changes of the main principals of the municipal management in the Russian Federation. New proxies of the Russian Federation regional public establishments in municipal management are considered in the article. The analysis of legislation proves that transformation of municipal management juridical base changes into a low system and court practice of the Russian Federation public establishments’ determination position in municipal management. Special attention is taken into consideration to the analysis of the experience of Saratov region in realization of proxies, concerning making decisions of intra-urban zones formation in urban districts, taking participation in forming of municipal affairs’ list of country settlements’ interests, determination of the metho of municipal district representative establishment formation, determination of the method of taking the place of the head of municipal district position. In conclusion, the author indicates to the municipal districts and the representative establishments’ position reduction in competence quantity definition and also the author indicates the creation of new types of municipal constructions and change of forming the municipal establishments’ principles which were given to the Russian Federation public establishments. The author substantiates prospects and changes of Saratov region municipal management law and points out that they reflect social and political features of the region and provide the municipal management balanced model formation |
