Annotation The article analyzes the state of the political culture of the Russian society. The factors that impede the efficient development of the political system at the present stage are determined: — legal nihilism of the population; — low level of public trust in the existing institutions of public authority; — lack of a systematic approach of regional and local authorities in the information support of the electoral law. The author proves the necessity of political education from the direction of public authorities and local governments to address the problem of political apolitical behavior of Russian society. The necessity of the development and adoption of the target program of political education of society is stressed. The causes of this initiative are determined. Firstly, the low turnout, questioned legitimacy of the elected political forces and social tensions could lead to protests, rallies and marches, a threat to peace process of the transfer of authorities. Secondly, considering the youth as a strategic resource of the state, there is a need to work with it. Sociological data shows that young people, in particular, students cannot always determine political preferences and make an informed choice, joining one of the political ideologies. The author has formulated the goal, which is to raise the level of political culture of citizens, including the level of awareness and legal literacy of society. The tasks are: — creating conditions for the formation of population’s political culture in the Russian Federation and its subjects; — increase public awareness of the current legislation in the area of electoral law and level of public interest in the investigation of issues directly related to the implementation of rights and freedoms in this area; — provision of a free civil society access to information about the activities of authorities and its officials. The conclusion about the need to establish an effective system of integrated, comprehensive and systematic political education of the population through targeted programs financed from the federal budget, regional and municipal levels is made
