Annotation Based on the analysis of risk factors (historical, economic, socio-demographic, cross-border), the importance of political forecasts for elites is shown. It was revealed that in the Transbaikal Territory it is necessary to maintain a positive attitude towards the professionalism of the regional elite, the role of the municipal elite and the governor as the first person. The hypothesis is formulated that in the modern period the importance of regional elites increases, since they determine the dominant directions of functioning of the subjects of the Russian Federation and the policy mechanisms on the ground. In addition, the form of resource allocation in the constituent entities of the Russian Federation is in many respects connected with the ruling regional elite, which, performing administrative functions, is rather small in composition. Despite the small number of regional elite, it is structured according to the types of power (representative, executive, municipal). It is noted that in the dynamics of the Transbaikal Territory in the regional elite there is a decline in age indicators and its rejuvenation, an increase in the educational level of representatives of all types of regional elite. Orientation to regional specifics allowed to substantiate the following features. Modern regional elites are quite stagnant and experience many unfavorable factors: remoteness and borderline of the territory, rigidity, hierarchy of management, inadequate politicization of citizens. In conditions of remoteness from the center, the regional elite of the Transbaikal Territory is forced to maneuver between the federal, regional center and the local community. The conclusion is made: the desire to obtain the necessary resources from the center pushes the regional political elites to adapt, ignore the region’s natural resources and consolidate its subsidies. As a result of the analysis of the data on the Transbaikal Territory, it is justified to develop a program for the formation and retraining of the elite by professional qualities, to establish control over its activities
