Annotation It is proposed to identify a coal mine as a complex heterogeneous substructuring production system, the sustainability of which remains in a phased modernization using new technology elements based on the results of the cognitive maps modeling. The implementation adaptive to new conditions and requirements of the coal market of elements of underground geotechnology through phased technical upgrading of the technological elements in order to achieve maximum profitability is proposed. The choice of innovative technological solutions is carried out according to the algorithm of a scenario of complex systems, including system analysis of the results of operations of the existing mines, assessment of the investment size, the size and quality of coal resources reserves, and dynamics of the coal market. When selecting an adaptive to the actual conditions scenario of a coal mine, the following factors are taken into account: spatial variability of geological and mining properties; probable deviations of technological processes modes and operations from the project or regulated by the applicable regulations; impact of unpredictable external and internal factors; “human factor” in cases of staff’s unregulated behavior. A coal mine is considered as weakly structured complex system, as it combines quantitative parameters and qualitative characteristics. The little-known and uncertain indicators tend to prevail, that is dominated by quality, poorly formalized factors. Control decisions are made subjectively by the decision maker, through the choice of a rational solution of the proposed alternative scenarios or based on the accumulated production experience. The possibility of application to study of such substructuring system of cognitive modeling is justified. The algorithm of scenario approach realization and a computer program testing are carried out by real data obtained at one of the Kuzbass mines
