| Annotation |
The article is devoted to the realization problems of projects of the state industrial policy. Finding solutions to these problems — is a priority task, both of the regional power, and state. Various techniques of an efficient evaluation assuming a system approach in understanding the industry’s development in the region are in great demand. The authors of this research have listed the tools of the state industrial policy. The logical and structural model of the industry’s development in the region, including the purposes, means and results was offered. Having determined the basic principles of a technique of competitive selection of industrial enterprises for implementation of priority projects in the industry of the region, at the first stage the authors have determined a group of industries: crucial industries, the industries which aren’t playing a significant role and industries, being in considerable lagging. The integrated indicators of groups’ development of the leading industrial enterprises of the city of Kursk are calculated by the offered technique with the use of the Ithink software product. As a result of the research, on the basis of obtained data, the clusterization of recipients of the state industrial policy which has allowed to allocate the leading (propulsive), median and stagnating industrial enterprises of the city of Kursk was carried out. The grouping of the entities has allowed to choose the address (selective) measures of the state industrial policy, taking into account their specifics directed to stimulation of industrial activity. These actions will promote positive change of economy state of the Kursk region and will improve the system of municipal regulation of resources’ rational use. The main advantage of new indicators — is the simplified description of reality when preserving its most important regularities, reflected in this feature set. The authors focus the attention on the investment appeal of the region, marking out it as a key question of a present situation |
