Annotation The problems of the development of the communications industry in the Baikal region of Russia areobserved. This economic unit integrates the Irkutsk Region, the Republic of Buryatia and the Chita region. Regional projects and programs include the development of a holistic education. The region has a central position in the telecom corridor between European and Asian countries, which places high demands on the main channels of communication. However, available data on the territories of vast areas with low levels of basic infrastructure development creates imbalances in the development of communications between the municipalities of subjects. To understand the current state of telecommunications in the region, the development features of certain areas of communications (fixed and cellular (mobile) telephony, universal service) have been analyzed. This has allowed to identify the factors that influence the development of industry in each of the subjects, namely: natural conditions, development of infrastructure of traditional forms of communication, configuration of the road network, human resources, implementation of universal service, development of tourism and implementation of major projects. This number of factors has a different extent of influence, that’s why the results of evaluation for each subject are given. In addition to these factors the role of the purchasing power of the population in the telecommunications and regulatory mechanisms of development are highlighted. The study has revealed the problems of the communications industry in the Baikal region, chief among which is the lack of a unified system. Obviously the leadership of the Irkutsk region in terms of communication services development forms the «locomotive» position of the subject in the region. The Republic of Buryatia and the Chita region are lagging behind on the development indicators. The achieved results can be used for projects and programs of regional development, stimulating the development of telecommunications
