Annotation The author has analyzed the methodological approaches to the study of the state educational policy in Russia. The possibility of such methodological tools as a systematic approach, which opens the prospect of formation of the state education policy as a national system of social priorities in education and purposeful activity for their implementation; institutional approach, the use of which in the state educational policy research allows, without absolutizing the role of the political institutions of the state, separate study, institutionalized centers of state educational policy, to determine the degree of compliance of policies with the legal norms of the state have been studied. The author emphasizes the need for interdependence and systemic institutional approaches, as a prerequisite for high-quality political analysis of the state educational policy. The features of the synergistic approach in education policy research from which positions the state as the main attractor of the educational system, acts as a backbone purpose for which «converge» the interests of different groups that make up the integrity of the new — education policy. Application of the behavioral approach is due to the need to study the behavior of the actors of the state educational policy, which express certain interest groups that promote the adoption of certain policy decisions. The conclusion is that the key methodological approaches to the study of the state educational policy are the systemic institutional and synergistic approaches. Productive value of these approaches is determined by the fact that they allow you to fully implement the political analysis of the educational system in Russia, to answer the question of what place in the system of national public policy has an important social institution of education, in terms of stochastic socio-political reality
