Annotation The article presents a comprehensive analysis of the factors that determine the institutional development of political and economic spheres in modern Russia in the conditions occurring governance decentralization processes. The degree of centralization of any organization is determined by the degree of concentration of the opportunities and formal decision-making at the individual or group level. The functional complexity of the organizational structure defines structural composition of centralized and decentralized functions of the organization. In the article it is noted that the market economic sphere as well as sphere of administrative-centralized economy, is not free from the process of economic centralization and concentration of economic power in the form of monopoly. Administrative systems form the monopoly on political basis, on the basis of power as property of the invariant, so preferred situation of enterprises is not the result of their economic dominance and political measures. The fact of some substitution of economic institutions centralism political leadership is stated in the article. It follows that the development of the institutional structure of a modern Russian society should not be limited to a change of market institutions of the western society on the Russian land. On the basis of the study it was found that the public administration decentralization or its press mitigation is directly related to the institutional structure of the market society, the purpose of a reformed society of economic policy. Implementation of decentralization can occur in a form of an administrative reform and delegation by the central administration of a number of powers to other institutional infrastructure that has the independence in various fields in accordance with the rules of administrative law
