Annotation The article examines the development of cross-border trade as a part of cooperation between border regions of Russia and neighboring countries in the context of historic and modern periods. It is shown that cross-border trade of the Russian regions as a form of neighborhood territories cooperation has existed for many centuries, but has its peculiarities depending on the geographical location and historical practices of interaction. The authors has proved the role of cross-border trade as a factor in maintaining socio-economic stability and socio-economic development in the border areas in the old and new borders of Russia at the turn of XX—XXI centuries. The article presents the legal and regulatory framework of cross-border trade in Russia and abroad. The article presents the positive experience of foreign border areas in the development of cross-border trade, including the development of shopping tourism, on the eastern (Russia — China) and the western borders of Russia (Russia — Finland, Poland, the Baltic States) in recent times. The legal framework limitations in regulating cross-border trade remain one of the key obstacles in increasing Russian cross-border trade potential. The conclusion is made that more attention should be paid to the federal foreign economic policy of Russia in the field of cross-border trade that could have a stimulating effect on the socio-economic development of border regions. On the basis of the comparative analysis of the best border trade practices on the Russian western and eastern frontiers, recommendations on its improvement in accordance with features of the economical and geographical position of the Russian entities are offered
