In the article the problems and prospects of complex development of the Republic of Buryatia, Irkutsk region and Transbaikal Region, adjacent to the Baikal-Amur Railroad, are considered.
It is noted that in the conditions of market economy the lack of coordination between the concerned parties and a single governing body of economic development of the new territories has become a serious problem. That has led to actual freezing of the majority of the planned earlier investment projects. The power supply problem constraining the development of the North of the Baikal region is allocated. Need of the development of electric network economy and input of the additional generating capacities is proved: construction of high-voltage power lines (500 kV) on sites «Ust Kut-Nizhneangarsk» and Nizhneangarsk-Vitim; installation of inserts of direct current on substations (220 kV) of Mogocha and Khani; construction of Moksk hydroelectric power station with the Ivanovo counter regulator capacity of 1410 MW. It will allow to satisfy the perspective needs for the electric power of the Baikal-Amur Railroad and the territories adjoining to it. The directions and development mechanisms of the northern areas of the Baikal region are developed, in particular the most preferable options of electricity supply of new consumers in the areas of perspective production and conversion of minerals of the specified territories are offered.
The scheme of the electric power export from the Baikal region to China is considered. The key investment projects, necessary for perspective sustainable development of the power supply system of the Transbaikal Region, are selected. An integrated approach to the solution of tasks on implementation of the specified socially important projects together with industry corporations is offered.
The organizational scheme of the energy development strategy of the Baikal region, taking into account the stated problems and offers, is suggested. The technique of an efficiency evaluation of programs is considered.
The conclusion is drawn that the integrated approach, assuming interaction of executive bodies of Russia, the Republic of Buryatia and Transbaikal Region, business structures, local government bodies is necessary for effective development of the North of Transbaikalia |
