Annotation The research subject is an impact of «think tanks» on Canadian foreign policy and methods of «expert product» penetration into Canadian government institutions. The goal of the study is to analyze the evolution of Canadian «think tanks» and to reveal the factors preventing their transformation into the active subjects of foreign policy process. Canadian «think tanks» are analyzed from the neoinstitutional, structural-functional and system approach. The article reveals the «think tanks» intension and searches the evolution of «think tanks» in Canada. Having the same institutional forms and the functional mission, Canadian «think tanks» have their own specificity in the evolution as their ability to commence and accomplish short-term and long-term purposes finally depends on the concrete political conditions. The study, also, analyzes the institutional, cultural and economical factors which help and hinder the activity of Canadian think tanks. Critical study of «think tanks» operation practice in comparative context (for example, USA) allows us to explain the «think tanks» in Canada, with some minor exceptions, have the incomparable less impact of foreign policy then in neighboring USA. The further evolution of «think tanks» in Canada and their role in the foreign policy process formation will be unavoidably defined by the institutional sphere of their existence and ability to adapt to the changing conditions of internal and external context
