Graduated from MGIMO University of the Ministry of Foreign Affairs of Russia.

Career
In 1993, he was elected president of the Youth Union of Lawyers of Russia.
Since 1994 – editor-in-chief of the federal magazine “Lawyer”.
Since 1997 – editor-in-chief of the Lawyer Publishing Group.
From 1997 to 2003 – Deputy Chairman of the National Council of Children and Youth Associations of Russia, which includes 74 federal youth public associations and associations of regional youth associations, whose members are more than 200 thousand young citizens.
In 1999, he was elected chairman of the executive committee of the Russian Academy of Legal Sciences. Initiator and director of legal projects: “Municipal Advocacy”, “All-Russian Student Legal Olympiad”.
Author of scientific works on the problems of youth policy, judicial and legal reform, constitutional law, theory of state and law. Editor-in-Chief of the magazine “Lawyer”, “Man and the Law”, “Civil Society in Russia and Abroad”.
In 2007, he was elected chairman of the all-Russian public organization “National Human Rights Union “Man and the Law”. The purpose of the organization is to focus its efforts on protecting the rights and freedoms of citizens. The main task of the Union is to form a new ideology and culture of protecting human rights and freedoms in order to increase the influence of the human rights movement on public policy and public opinion in Russia.
In April 2015, he was appointed public ombudsman to ensure the rights of entrepreneurs to a fair trial and protection in the European Court of Human Rights (ECtHR).
In May 2016, he was appointed personal representative of the Chairman of the Organization for Security and Cooperation in Europe to combat racism, xenophobia and discrimination.
Since 2018, he has been the rector of the Institute of International Law and Economics named after A.S. Griboedova.

In 2019, by Decree of the President of the Russian Federation, he was awarded the title “Honored Lawyer of the Russian Federation.”
In 2021, by order of the Russian Ministry of Education and Science, he was awarded the honorary title “Honored Worker of the Education Sphere of the Russian Federation.”
