M. Matrosov of the Siberian Branch of the Russian Academy of Sciences (IDSTU SB RAS). Biography
In 1983 he graduated from the Faculty of Mathematics of Irkutsk State University. Since 1981, he worked at the Irkutsk Computing Center of the Siberian Branch of the USSR Academy of Sciences (since 1997 – Institute of System Dynamics and Control Theory, since 2015 – Institute of System Dynamics and Control Theory named after V. M. Matrosov – IDSTU SB RAS). In 1991 he defended his Ph.D. thesis “A network system for representing and processing knowledge for organizing problem solving on a computer”, in 2003 he defended his doctoral thesis “Corporate intelligent technology for processing spatially distributed data in regional management problems.” In 2008, he was elected a corresponding member of the Russian Academy of Sciences in the Department of Nanotechnologies and Information Technologies of the Russian Academy of Sciences (specialty “Informatics”), and since December 2011 – Academician of the Russian Academy of Sciences.
Main scientific results:
corporate intelligent technology for processing spatially distributed data, which makes it possible to increase the efficiency of preparation, analysis and decision-making in problems of regional management and environmental management based on the use of distributed data processing and artificial intelligence methods;
technology for processing knowledge about spatially distributed objects, complexes and systems based on ontologies; technology for automating the creation of software systems based on meta-descriptions.
Career
December 2002 – June 2006 and June 2007 – September 2009 I. V. Bychkov worked part-time as Deputy Chairman of the Presidium of the Irkutsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences (INC SB RAS) for scientific work.
Since September 2009, he has served as Chairman of the Presidium of the INC SB RAS,
since April 2010 – Chairman of the Presidium of the INC SB RAS.
Since 2008 – member of the Presidium of the SB RAS. Member of the Scientific Council of the Russian Academy of Sciences “Scientific telecommunications and information infrastructure”, the Council of the SB RAS program “Information and telecommunication resources of the SB RAS”, Chairman of the Scientific Coordination Council for Informatization under the Presidium of the Institute of Computer Science SB RAS, member of the editorial boards of the journals “Computational Technologies SB RAS” and “Vestnik” NSU”, series “Information Technologies”.
From July 2006 to April 2007, he served as vice-mayor of Irkutsk.
Since 2007 he has been the director of IDSTU SB RAS.
From 2017 to 2019 – and. O. Rector of Irkutsk State University
in 2019 elected director of the Irkutsk branch of the SB RAS
Under the leadership of Igor Vyacheslavovich, 7 candidate’s theses and 1 doctoral dissertation were completed and defended.
Author and co-author of more than 150 publications, including 9 collective monographs.
Awards
Laureate of the Prize in the field of science and technology of the Governor of the Irkutsk region for a series of works on the development and creation of mathematical and information technologies for the implementation of software systems in the interests of government and management bodies
awarded the Mongolian government award with the Friendship Medal
awarded the state award of Mongolia – the Order of the Polar Star
awarded the honorary title “Honored Worker of Science and Technology of the Russian Federation.”
