Increasing the investment attractiveness of the agrarian sector of the economy has been and remains one of the key development objectives of the country.
Agriculture is an economically and socially important sector of the economy for the regions of Russia; however, the demand from investors is not sufficient for its stable growth. That’s why it needs to support the development of the agrarian sector by the state, especially at the regional level. In practice, for this purpose, comprehensive state programs are being developed to support agriculture, in particular in the Republic of Adygea – the state program “Development of agriculture and regulation of the markets of agricultural products, raw materials and foodstuffs” for 2013–2021, which includes 14 subprogrammes.
The article analyzes and assesses the effectiveness of the state subprogram implementation of the Republic of Adygea “Stimulation of investment activity in the agro-industrial complex”. For this purpose, a study of the features of the program-targeted approach to spending funds is being conducted. The works of modern authors devoted to the development of methods for assessing the effectiveness of the execution of state programs have been studied. According to the results of the comparative analysis, the System of Programs Rating Estimation – PART is recognized as the most qualitative, with the help of which the quality of structuring and execution of the subprogram in Adygea is determined. According to the results of determining its rating, conclusions are made about the required changes in the process of its implementation. According to the authors, the most valid solution may be a change of approaches to the planning of program implementation targets aimed at eliminating in the future such a contrasting variation of their values and approaching the real, and then to evaluate the results, taking into account and specifying the implementation of a state program taking into account territorial features
