Annotation In the scientific article, the author examines the procedure for the selection and evaluation of applicants for vacant positions of the civil service in accordance with the decision of the competition commission, traditionally used in government bodies of the Russian Federation. The subject of the work is a comparative analysis of the “traditional” and “nnovative” methods of holding a competition and the formation of a personnel reserve in the public service. In the process of conducting research, the author used methods of quantitative and qualitative analysis at the empirical and theoretical levels of research, content analysis of the scientific publications and data classification; comparison; mathematical and statistical data-processing methods. The purpose of the research is to conduct a system analysis of the personnel policy pursued by the authorities of Zabaikal Region. The author made an attempt to assess the effectiveness and significance for the region of the implementation of the federal management competition “Leaders of Russia” and the regional personnel project “Zabaikalsky Appeal”. “Leaders of Russia” is an open competition for managers of a new generation, an innovative personnel project of a federal scale, focused on identifying managers who meet modern standards; aimed at creating a community of leaders who will determine the future of Russia. The organizers of the personnel project “Zabaikalsky Appeal” set the goal to involve professionals in the management of the region and form an effective management team that will ensure the socio-economic development of Zabaikalye, the implementation of investment projects and the improvement of people\'s living standards. In this article, the author reviewed the basic principles, goals, objectives and stages of the competitions. The algorithm of using the updated competition mechanism to search for a candidate for the post of Minister of Agriculture of Zabaikal Region and the formation of the management team of this department has been studied in detail. In the process of the study, a qualitative and quantitative analysis of the composition of the participants in the personnel project “Zabaikalsky Appeal” was carried out. The author made an attempt to predict further ways to implement the state personnel policy in Zabaikal Region. The results and conclusions presented in the article can become the basis for further scientific understanding of the problem of reforming and updating the state personnel policy of the Russian Federation. As a result, the author concluded that the implementation of the personnel project will mobilize the management system in the region, allowing each civil servant to realize their abilities and talents, not forgetting that the civil service is a responsibility to people. When selecting candidates to included them in the personnel reserve, three important value conditions will be taken into account: professionalism, honesty and fairness, focus on serving people. With the help of an algorithm for selecting and evaluating applicants tested in the “Zabaikalsky Appeal” competition, the leadership in Zabaikal Region plans to continue to solve complex personnel issues of civil service. It is necessary to create a competitive environment that will help to overcome the negative trends in the civil service, to improve the professionalism and competence of civil servants
